Status of Residence


First check your passport and visa to confirm how long you are permitted to stay in Japan.
If you entered the country on a short-time tourist visa or a visa exemption, working is not permitted.
In order to carry out activities not permitted under your present visa classification, you must change your visa status or apply for special permission.
If you wish to extend your period of stay, you must apply for an extension no later than 10 days before your present visa expires.
If you wish to leave the country for any period of time during your stay and would like to return on the same visa, receive a re-entry permit prior to your departure.

Foreign Residents Registration


If you remain in Japan for over 90 days, you must register for a Certificate of Foreign Residents Registration, which serves as your personal identification. By Law, you are required to keep your Certificate with you at all times.

Registration Procedures
When to apply in person within 90 days of entry into Japan or within 60 days after birth if born in Japan.
What to submit •a completed application form (available at Ward office)
•your passport and two photographs (4.5Å~3.5 cm, shoulder level, bareheaded, color or b/w).
Where to apply at the Foreign Residents Registra-tion Section in the Ward office or Branch Office of the area where you are living.
Issuance of certificate your card will be issued approximately 14 days after application at the registration window.

Change of Address, Status of Residence, or Length of Stay
If your place of residence, your residence/visa status, intended length of stay or any other information stated on your certificate should change, you must notify the Ward office within 14 days and have your certificate changed.

Loss of Certificate
If your card is lost, immediately notify the police. You will be required to follow the original application procedures (re-submit passport, application form and two photos) at your Ward or Branch office within 14 days of loss. Application for foreign residents registration is available from the Ward office or Branch office. Please note you may be asked to present verification of fire, loss or robbery, which you should have obtained at the police station.

Damage to Certificate
If your card becomes soiled or damaged, a new card will be issued. Present a completed application form, your passport and two photographs, along with your old card to the Ward or Branch office in your area.

Periodic Renewal of Certificate
For long term residents, the registration renewal procedures (same as original registration procedures above) have to be completed:
(1) 5 years from your next birthday after initial registration (within 30 days of date)
(2) 5 years after previous renewal (within 30 days of date)
(3) Within 30 days of your 16th birthday

Registered as a Foreign Resident Certificate
A ‘Registered as a Foreign Resident Certificate’ is available at any Ward office, Branch office or Certificate Issuance Corner in Kyoto City. A family member or someone with a letter of attorney can also apply for a Certificate on your behalf.

Leaving Japan Permanently
When leaving Japan permanently, you must return your Foreign Residence Registration certificate to the immigration officer at the point of your departure. If you have received a re-entry permit, it is not necessary to return the card.

Getting Married (Marriage Registration)


When you get married in Japan It is usual to have your marriage registered (kon’in todoke).

Foreign National and Japanese Citizen
If a person of foreign nationality marries a Japanese citizen, they must register their marriage by filing the following
documents at the Ward office or Branch office of the area where they live:
•Marriage Registration (the application form is available at the Ward Office) signed and sealed by two witnesses over 20 years of age,
•The foreign partner’s Registered as a Foreign Resident Certificate.
•The foreign partner’s passport or a document which certifies his/her nationality,
•A copy of the Japanese partner’s Family Register (koseki tohon) unless it is kept at the Ward Office of residence.
Foreign Nationals
If two foreign nationals marry, they are not under any legal obligation to register their marriage in Japan. However, it is recommended that they hand in a Marriage Certificate issued by the Consulate of their country to the Ward office.

Getting Divorced (Divorce Registration)


When you get divorced, it is necessary to notify your Ward office. In the case of a couple with different nationalities, the law of the country in which they reside applies to the divorce proceedings. For example, divorce by mutual consent would be recognized legally if the couple resides in Japan, even if one partner’s nation does not recognize such a form of divorce.

Loss of Life (Death Registration)


When someone you know passes away (friend or family member) you must file a Death Registration within 7 days of when you are informed of the death. It is also necessary to submit a death certificate issued by a doctor, and give your personal seal or signature as the reporter.

When the deceased is not a Japanese citizen
The Foreign Residents Registration Certificate of the deceased must be submitted along with the above documents. The Embassy or Consulate of the deceased person’s home country should also be notified.

Child Birth (Birth Registration)


Please have the birth of your child registered at your Ward office or Branch office, followed by registration for a Foreign Residents Certificate, within 14 days and 60 days of his/her birthday, respectively.

Registration of Personal Seal

To bind an important contract in Japan, for example, when you purchase real estate, a car or anything expensive, you must use a “jitsu-in” (special personal seal which is registered with the City Hall). After you have had your own seal cut by a seal-maker, apply for registration of your seal at the Ward or Branch office where you are registered as a resident.

・Please take note that there is a limit to the type of seal that can be used - check with your Ward or Branch office for details.
・You can have a personal seal made at a seal shop (hanko-ya)
